Limits tell you how sure a book is of its number. A market it has priced carefully and believes in will take large bets. A market it is unsure about, like an obscure prop or an early-week line, will take very little. Rising limits through the week are a sign the price has firmed up.
Getting limited
Being limited means a book has cut how much it will accept from you specifically, usually after you have shown a habit of beating closing lines. It is the most common way a winning bettor's account is quietly closed down without being closed at all.
